What's wrong with this picture?

We were walking up the road in Asuncion and we walked in front of this mural. I have seen it a couple of times and never thought anything about it, well, except that 95% of the kids are white. Not exactly accurate for this country.

Lilian, however, noticed something. She said to Allison, "They don't have any water." Confused Allison responded, "What do you mean?" Lilian pointing to the two girls on the playground, "They have their guampa, but don't have their termo (water jug)." Lilian thought they were drinking tereré.

Here is a closer look of the two girls. One of the girls has some kind of cup with a straw which Lilian interpreted as a guampa and bombilla, but they were missing the water.

This practice is as Paraguayan as it comes. When Lilian plays school in the house, she always makes sure she brings her equipo (things needed to drink tereré). Recently, Allison told her, "You know, they don't drink tereré in Louisiana." Lilian dropped what was in her hands and said, "What!" Allison said, "Yeah, they don't drink it." Lilian said, "Well, we can bring it, right?" What is she going to do in the States?
